User can create ticket in category they don't have access to

When logged in as a staff member (not administrator), and have access to a limited number of categories (for example, categories A and B), the staff member can still create tickets in other categories, such as C and D. However, once the ticket has been created, they cannot access it since they don't have access to categories C or D. It's quite confusing to create a ticket in a category, only to not be able to access the new ticket since you actually don't have access to that category.

This can be reproduced by using the "Staffy" demo account and creating a ticket in the "General" category.

This is actually by design - many help desks need staff that are able to enter tickets, but not have access to them after being created.

But I understand your point so creating a "can submit tickets into any category" permission might be a good idea.
