After fresh install, I get the email but others don’t them

Installed fresh cause I was having issues, all worked before the install
Everything seems ok, except since then:
(as an administrator) I get emails telling me a new ticket has been submitted but My co-workers do not get them, and I have tied just him being set up to receive an e-mail for all tickets:unassigned but I still get them and he doesn’t and he is setup to be auto assigned.
