Is the server supposed to delete rejected posts?

I received: "Error. You already have a message waiting approval!" This did not allow me to submit more comments. Everytime, I had to manually delete the file under the folder guestbook/apptmp and then I could submit more comments. After making modifications to gbook.php to allow more than one session, I am able to submit more comments to the guestbook. I receive notification by email (below):

However, I see on the server, several files that I either approved or rejected. They are under the folder guestbook/apptmp. Are those files supposed to be deleted automatically? If not, then please advise.

Yes, approved/rejected files should be deleted.

If they are not, there must be some permissions errors with the files inside apptmp folder?
