I upgraded to version 2.5.1 and now we are not receiving notifications of new tickets. Customers are receiving notification their tickets were created, but my tech staff is not getting notification of the new tickets.

If customers are receiving emails then email sending works.

The problem must be elsewhere - perhaps emails are being blocked by spam filters? You will need to check your server email logs for troubleshooting this.
