undefined variable and cannot modify header information??

id love to search the forum for this prob, but i dont even know what it means. i am a member of this message board and the admin is out of the country and entrusted the admin and backup to another person (not me). well, the temp admin backed up the database but does not have access to the program files. is this problem impossible to fix without have access to the program files? unfortunatey (and i can actually hear the rolling of eyes) none of know much about computers or especially hosting a forum.

the temp admin noticed this on the index page yesterday:
"::::::The server will be down for approximately 1 hour for maintenance on Friday, July 29, 2005 at 5PM UTC (check your local time). There is going to be an IP address change, so depending on how fast your provider's DNS is updating, it may take longer.:::::::::"

(were thinking they meant sept 29)(oh, and what is 5pm UTC? isnt that wrong? isnt UTC on a 24 hour clock?????) 1700 i guess.

and then yesterday, this is what pops up when you try to get on the forum:

so im guessing this caused the prob in the first place....

so is there a new ip address for the board and it isnt configured in the program files? and the only way to fix this would to be to be able to get into the program files? i pinged, lookup, traceroute, just about everything to find the ip of the main website. when i get the ip, i put it in the browser and it says it doesnt exist.
