Unable to open admin control panal / settings

I dont think you'll be able to access the above urls as they are internal to our network, I have maanged to install the helpdesk, my sql and php ok however when I log into the admin control panal and select settings the page just times out after a few seconds 'internet explorere cannot display the webpage'
server w2k8 r2 x64
iis7
php 5.2.17
mysql 5.5
I have checked the rights for the IIS_IUSRS group and even given them full control to test, but the page still cannot be diplayed, I checked some of the other settings that have been listed on here such as admin.php (i guess its now admin_main.php) and I cannot find them. The session test php work fine, and the user log a call appears to work but at the moment the whole setup is unstable and keeps hanging and crashing. at the moment the server is only hosting this web site.
