IP ban that can't create ticket

How to make that current IP can't create tickets, I want to secure from robot spammers.
Not sure how you mean that - banning the IP that opens the submit a ticket page would ban every customer.
Your best bet to secure from robots is to enable anti-SPAM question and write a good logical question with an easy answer.
