What is the real value and purpose of the time worked? if anyone can just leave ticket as many as you open up the ticket page and want to to save any time worked ...

It's used for staff to keep track about how much time they spent working on the problem.
For example, someone could submit a ticket that a printer isn't working and you spend 30 minutes fixing it - you can then indicate that in the ticket. Several users use that so they know how much to bill the client.
