no new ticket emails

1) I am using SMTP
2) Support email, Webmaster email,No reply email all set to the same email address.
3) Customer gets a email when putting in new ticket.
4)staff gets email if a private message is sent
5) Staff get no email when "unassigned" new ticket is put in
6)staff gets no email when ticket is assigned to them

I would reason that it is not a server setting or spam setting because all 3 emails are set the same in the control panel and staff gets private emails.

I read on here where someone was having the same problem when they edited the index.php that faces the costumer. I had also edited the page (we added a link to our existing knowledge base). I have since put the original index.php back, but it did not help.

Any Ideas?

seems to be working now. I had 8 emails going out thru our SMTP server when a new ticket arrived. Guess that was too many. Moved it down to 5, emails went again. Going to try and put back the custom index.php
