The kb suggestion can't work in new ticket page for admin, it works for user.

Correct, the KB suggest feature currently isn't in the admin interface "submit a ticket".

I want to enable it, in my situation, all tickets are imput by admin(operators), how to do it?

It would require quite some code changes, I will try to include it in the next version.
