Still no French version available for Hesk 2.3 ?
For when is it planned? If this translation is, how to find it?

Translations are submitted by HESK users, there are no official translators. So until someone translates HESK to a language no translation is available.
All translations that are available have been translated by various users who were kind enough to share their work with others and are published here:

There is a French translation for version 2.2
here so feel free to use that and just add and translate all the text that has been added in version 2.3 (see the English text.php for the new text).
