Cant list links per page

I hope someone can help me.
I have version: 1.7
I have 19 links. In the SETTINGS section of the ADMIN PANEL I put "15" as the value of "Links per page," however, I get 2 pages and in both, the full list of 19 links, ie: on page 1 lists the 19 links on page 2 and re-list the 19 links, instead of listing in the first 15 and the remaining 2 (4).
Anyone know how I can fix it.
