Canned Messages (not responses)?

Is it possible to create canned messages to use when creating a new ticket as a user? I don't need canned responses, as much as messages to use. This is for a production company where customer merchandise is made. Samples are sent to clients to approval but instead of sending samples via Outlook, they decided on a support ticket system. It's just that EVERY customer needs to gets the same default message with their sample which states that they must approve the work, etc. Before with Outlook, we could use an email template, add the email address it was going to, do an attachment and that's it. Now, we have to write out the message every time. I was just wondering if you could create a canned message, not a response, to just choose from a drop down when creating a ticket.

PS: I do not allow visitors to create tickets. Only a user can create a ticket. If that matters, in this case?

To enable something this would require quite some coding - out of the scope of my free support here I'm afraid.
