Resolved Tickets take away ownership

It was brought to my attention that when someone closes out a ticket and it's marked as Resolved, if they try to go back into it while it's close they receive this error

You are not allowed to view tickets assigned to others.

Is this how the software is suppose to work?

For me to try to reproduce the error you will need to let me know exact details: who is the ticket assigned to, who closes the ticket, who gets the error, etc.

Ticket came in and Eric assigns it to Kathryn.
Kathryn responds to the ticket and marks it as closed and resolved.
Kathryn then tries to follow the same link that came in the original email back to this email and gets the error.
