Preventing multiple tickets being opened.

Im using the most current version of helpdesk and also tried the code you suggested before about preventing people from opening up more then one ticket at at ime.
In the past three days we've had about 4 people who were able to open multiple tickets. So I'm assuming there needs to be more done with the code.
