the staff profile does not have authority to delete tickets. However, staff can delete the admin homepage. This is not wrong?

Not sure what you mean, can you give an (working) example?

Oh, I see, "Delete selected tickets" is still in the drop-down box. But if you try to delete them with such an account you will get an error, right?

Will remove it from the drop-down box to avoid confusion on version 2.2
