Mail goes to too many users

When entering a new problemcase, all people under Users get a notivication mail, for everything that changes in that ticket.
Thats not working for us, only one mailadres fi Support@owner.com should get those mails and the person who entered the question in our system, not all people under "users"
What do I change to get this configured?

It would help us a lot if you can explane this to us

Every user can change his e-mail preferences on the "Profile page".
