After following the install steps in the readme.htm for the links manager. I was told to delete the update.php before i could continue to the admin area. I though that was weird. After i did so i then went to the admin area and filled and selected the forms i wanted. when i tried to save the form, i drew this error

Can't open file settings.php for writing, on Linux CHMOD it to 666 (rw-rw-rw-)!

How can i fix this?

You didn't CHMOD your files correctly (as instructed in the readme.htm file). If you are not sure how to CHMOD I wrote something about it here (and several times on the forum in the past...)

I did discover my server is windows based therefore as said i installed in the CGI folder here: http://www.tappingmachines.com/cgi-bin/ ... /index.php Im still drawing the same error as before..

Yep, Windows servers don't support the "CHMOD" command, you will need to setup correct permissions similar to this (it's for the Hesk script but should be the same):
