Hi,
I have a website that is bilingual and has 2 different URLs. In the settings.php there is only a place to put 1 URL. Can I add in another URL so that the guestbook will work on both URLs. Currently it only works for the URL stated in settings.php

Nope, it will only work as set in settings file, you would need two copies installed.
