The delete img does not appear on mboard.php. Clicking the element for the delete returns a 404 message that "mboard13/mboard.php' is not on this server.

However, when I receive an email stating that a new message has been received, the email includes a link to the message. The link is thus:
http://www.mhanp.org/employsvc/mboard13/msg/4.html.
Ckicking that link, lead me to a page on mboard that did include a "X" in the delete section and I was able to delete that test entry.

You had the wrong setting for $settings['mboard_url'] in settings.php. You will need to upload an empty threads.txt to fix it and make sure your $settings['mboard_url'] is set to
