I can't get the admin panel to run

IE shows a directory listing, and when I click on any of the .php files I get "The page cannot be found". Here's what I've done so far... Originally used FrontPage to upload the files. Thinking that my problem was that the .php files were uploaded as binary, I tried several fixes: I realized my desktop was associating .php files with a program, so I removed the association and uploaded again. I then tried using Dreamweaver to put the files (I had to turn off FrontPage extensions). Finally, I changed the .php extensions to .txt, uploaded again with FP, and renamed back to .php. I have a Microsoft host, and I looked for a cgi or bin directory to place the files, but don't see one. I'm anxious to use your script. Do you have any suggestions?
