Bullet points causing private posts

Hi,
Firstly, apologies if this has been covered elsewhere, but I have read all the entries in the Guestbook forum. I am using version 1.5, and people who are trying to upload formatted text (mainly with bullet points or numbers) are finding that their posts are automatically being made 'Private'. I understand this to be a "TAB" key related problem, (causing the "private post" to be ticked unwittingly) and I saw a fix was to alter Settings[system] to "2", but I cannot find that setting in this version.
As I say, if I've missed something, apologies, otherwise can anybody help me please or should I tell people not to use bullet points etc. - not really a problem with my site.
