Link to hidden category

Is it possible to 'hide' a specific "Category" and at the same time be able to link to it directly link from another page?
As an example, suppose you made a specific "Category" for canceling an account and didn't want it to be visible from the normal 'Category' options in the drop down menu. Could 'account cancellation' be directly linked to from a specific page (tos, aup, whatever)?
My point being, you probably don't want a client to easily find this 'cancellation' link easily, thus giving you the opportunity to first contact the 'client' and attempt to persuade him/her to stay.
