Can Admin open a ticket for a client...

I am using the latest version of Hesk and have found nothing answering this. I was to be able to open a new ticket (entering the clients name and email) and have them contacted about the new ticket.
A similar thing is found in Kayako and its a great way around the email piping issue. Say a client emails me personally, i can respond in the ticket and hopefully reinforce the correct method of communicating...
