Is Hask good for internal use only?

We are a small nonprofit (less than 20 people) looking for a ticketing task tracking software.
This would be uses by employees only to assign and track issues internally.
Would Hask be a good option for this?
If not, could you recommend a free option?

Not sure what exactly your use case is, but probably yes.

Many people use Hesk as an internal tool to track all kinds of things.

The best way to see is to test the online demo and if that looks promising, download and install the free version of Hesk.

How can I set the required login / registrations to be able to create a request?

That's not supported by Hesk (intentionally, by design). It may be added in the future as an option, but can't say when.
